TV tuners are used to watch TV on a computer. They come in two styles, USB and PCI. USB are external; PCI tuners are internal. A digital video recorder, such as TiVo, is provided by the cable or satellite provider.

There are USB or PCI tuners, which are installed in a computer so it can receive cable signals. DVRs replace the cable or satellite box and are connected to a television set.
TV recorders have the ability to record live TV, allowing the user to pause, rewind, replay and fast-forward through TV programs. They are capable of receiving high definition and standard TV signals.
They are able to be programed to record certain TV shows and movies automatically, which can be watched later with the ability to fast-forward through commercials.
A dual tuner will be needed to record multiple channels simultaneously. HD programming will take up more space on the recorder. Additional hard drive space may be beneficial when purchasing the product.
TV tuners for computers will not by bypass the cable bill. HD channels will have to be purchased.
DVRs can record up to 150 hours of HD programming. Computers being used with a TV tuner are only limited by the space on the hard drive.
