Smart cards are devices used by cable and satellite TV providers as part of the cable service they offer. Smart cards are inserted into digital cable and satellite converter boxes and communicate with the cable provider's network to, in effect, "tell" the converter what channels a given customer has. If you wish to receive more channels than you are currently getting on your Dish Network receiver, this can be achieved with some basic troubleshooting, both on the smart card and the receiver in general.
Press the "Guide" button on your Dish Network remote several times to verify guide settings. Dish Network receivers feature a customizable guide you can set to display only HD channels, only sports channels, only movie channels and so on. If you have one of these custom settings applied to your guide, even channels to which you are subscribed will not be included in the guide. With the guide on the screen, press the "Guide" button repeatedly until you see "All Channels" showing on the top of the guide window and recheck the channel lineup to see if more channels are now showing.

Reset the receiver by holding down the power button on the front panel for 10 seconds and then releasing it. You will see the receiver shut down and begin to reboot; the Dish receiver will power itself on when it is done rebooting so there is no need to press the power button. After rebooting the receiver, check again to see if more channels are showing up.
Flash the smart card by removing the smart card and leaving it out for 30 seconds. Reinsert the smart card and again reboot the Dish receiver in the manner described in Step 2 (you may need to open a smart card door before you will have access to it). After the receiver fully reboots, check your channel guide again for any channels that were not showing up before.
Contact Dish Network to inquire about a possible upgrade. If none of the above steps resolved the issue, it is possible that all the channels to which you subscribe are showing normally and the only way to get more is to upgrade your service to include more channels. Contacting Dish is the best way to go about this.
