Whether you work in a large company, school or even in the confines of your own home, you may want to set a standard desktop background for all users, so that anyone who logs onto your computer will not have access to change and alter the set wallpaper that is applied onto that computer. One way to do this is to go into the administrative rights of your computer so that you will be able to create one uniform wallpaper for all users.
How to Change Desktop Wallpaper for All Users
Go to the "Start Menu" and type "Run" into the search bar. Proceed to type in "gpedit.msc" into the space provided. Click "OK."
Click "User Configuration" under "User Policy." Click "Administrative Templates".
Click "Desktop" and then "Desktop Wallpaper." Click "Enabled."
Enter in the location source of your desired Wallpaper next to "Name." For example, you will write in the name of your wallpaper file in between the parentheses at the end of the source of C:\Windows\web\wallpaper(Your Wallpaper Name Goes Here).
Click "Apply" to save your settings and "OK" to exit out.
