Windows 7 and Internet Explorer 8 both come with the option to change the size of the icons in the toolbars. For Windows 7, you can change the size of the icons in the taskbar at the bottom of the page, which in turn will change the overall size of the taskbar. For Internet Explorer 8, you can change the size of the icons in the toolbar at the top of the browser, which also changes the size of the toolbar.
Right-click on an empty area in the taskbar and choose "Properties." If you are trying to make an Internet Explorer toolbar smaller, right-click on an empty area of the tool bar and highlight "Customize."
Check the box next to "Use Small Icons" if you are trying to make the taskbar smaller. If you are trying to make an Explorer toolbar smaller, highlight and click on "Use Large Icons."
Click "OK" and the icons on the taskbar turn smaller. If you are trying to make an Explorer toolbar smaller, a third step is not needed.
You can change the size of the toolbars back to their defaults at any time by simply clicking the option you used to change the size of the icons again.
